Game Version : FIFA Soccer 06

General
- Competition Method: 1 vs. 1
- Group Full League is single round match
- The first and second place from each Group Full League will qualify.
- Group Full League qualification process
1) Points (Win: 3 points, Tie: 1 point, Loss: 0 points)
2) In case of tie:
- Winner of match between the players who tied
- Rematch if tie is not broken by above conditions


- There will be no extra time during Group Full league.
- In case of a tie in Single Tournament, extra round and penalty kick will be played.
- Single Elimination Tournament: Best 2 out of 3
- Game Mode: International and Club
- Players must kick-off with a backward pass at the beginning of each half and after every goal is scored.
- Host, client will be announced before the match or decided by coin toss.
- Player change and strategy change is limited to 2 times throughout the game. (The changes before the start of first and second half are not included in this count.)
- At the end of each match, players must maintain the final screens and receive confirmation from a referee.
- IEEE may install third party program and/or join as an observer for tournament operations purposes, such as verifying match results or gathering match data
- All participants must submit a signed "Participant Agreement" form.
- Participants born after Oct 18, 1989 must submit a parental consent form signed by a parent or legal guardian.

Game setting precautions
- The official, licensed FIFA Soccer 06 product must be used, and the official "Multitool" patch must be used. (No other patches or files are allowed)
- In addition, the abilities of teams and players cannot be modified arbitrarily.
- Graphic and other setting may only be setup through the menu. (Configuration file cannot be used)
- Players on both sides must select the options before they begin the game. The match result will be accepted even if the players find out that each others' settings were different afterwards.

Disconnect
- Disconnect: Any disconnection of the connection between match players due to system, network, PC, and/or power problem/issues
- Intentional disconnection: Upon judgment by the referee, any offending player will be charged with a loss by forfeit
- When any disconnection occurs:
1) A referee will confirm the exact score to that point, and restart the match.
2) A referee will inform the players on exactly how many minutes must still be
played in order to complete the match. ***
3) Any players sent off the field (red card) shall count as a goal each for the opponent when the match resumes.



Penalty for Unfair Play
- Unfair play
1) Use of any map hack program
2) Intentional disconnection
3) Use of any settings exceeding standard and permitted settings
4) Any unnecessary chatting during the match.
5) If referee decides that external conditions (Press, Team Leader, Player, Spectator, etc) give unfair advantage to a player, the player may be given a warning or lose by default at the referee's sole discretion.

- Upon discovery of any player committing any violations regarded as unfair play, that player will be disqualified from the tournament.
- During the course of any match, the operations staff and/or referee may determine other actions to embody unfair play at any time.


These rules are for the IEEE 2006 Grand Final and are subject to modification in the following aspects.
- Use of most recent patch/version release of each official game within IEEE committee's own discretion.
- In-game settings and required factors necessitated by use of most recent patch version/release
- Cheat Protection Program release and/or cheat protection functions

Game Version : Counter-Strike : 1.6

General
- Competition Method : 5 vs. 5 (Team Play, 5 players per team)
- Only 5 members are allowed to participate in the game. No reserve players are allowed in the tournament area.
- Group Full League is single round match
- The first and Second place from each Group Full League will qualify.
- The first team to win 16 rounds wins the match. (Single/Full League)
- Extra rounds will be played until the winner is decided (Single/Full League)
- Group Full League qualification process
1) Points (Win: 3 points, Loss: 0 points, No Ties)
2) In case of tie:
- Winner of match between the players who tied
- Rematch if tie is not broken by above conditions (The match ends immediately when a team wins 16 rounds)


- Single Elimination Tournament: Best 2 out of 3
- Up to two member substitutions are allowed until Oct 11, 2006. In case of substitution, the SP or the team must notify the IEEEC of the reason for substitution and profile of the new member. If IEEEC is not notified of the substitution in advance, the substitution will not be allowed and the team will be immediately disqualified.
- After Oct 11, 2006, if a substitution is deemed necessary due to uncontrollable circumstances (force majeure, car accident, etc), the substitution will be allowed. However, if the reason for substitution is found to be falsified or the reason is unclear, the substitution will not be allowed and the team will be immediately disqualified.
- IEEE may install third party program and/or join as an observer for tournament operations purposes, such as verifying match results or gathering match data
- All participants must submit a signed "Participant Agreement" form.
- Participants born after Oct 18, 1989 must submit a parental consent form signed by a parent or legal guardian.


General Game Setting
- Rounds: 30 Rounds (Max rounds format): 15 rounds as Terrorists and 15 rounds as Counter-Terrorists per team (If a team scores 16 rounds first, the match is ended immediately.)
- Victory Condition: The first team to win 16 rounds.
- Round Time: 1 minute 45 seconds.
- Counter-Strike, Terrorist will be announced before the match or decided by coin toss.
- In the case of a tie after regulation, 6 extra rounds will be played.
(3 rounds as Terrorists / 3 rounds as Counter-Terrorists per team)
- Extra Round restart money: $10,000
- In the case of a re-tie after 6 extra rounds as stated above, 6 more extra rounds will be played until the tie is broken.
- Official Maps: De_Dust2, De_Inferno, De_Nuke , De_Train
(* Each map may be modified by the IEEE committee. Players will be informed before the tournament of any such modifications)
- Full League Map Rotation will be notified on Oct 1, 2006 through the IEEE website.
- Single Tournament Maps will be selected at the venue.
- Single Tournament Map Selection Method
1) Both teams select a map of their choice from the official maps. (Maps used for matches 1 and 2.)
2) The third match map is drawn by the referee.
3) If both teams select the same map, the second and third match maps are drawn by the referee.

- Only team leaders are allowed to use public in-game messages (messagemode1) within a match. The rule also applies when dead. Use of messagemode1 by any member other than the team leader shall result in a warning. Other team members must only use team message (messagemode2), while in a match.
- The Server Master will be record the process of the match.
- Approved Grenade Amounts Per Round
1) Flashbangs: 2
2) Grenades: 1
3) Smoke Grenades: 1

- Approved Commands
1) Adjust_crosshair
2) Left Hand
3) A user can use Activate In-Game-VGUI Command

- Default skins must be used.
- Any other use of map or program bugs can result in a warning at the minimum or loss by default for the offending team after deliberation and decision by the board of referees at its sole discretion.
- The gamma rate can be changed in the video graphic driver.

Unfair Practices Subject to Penalty
- Team members may communicate verbally if they are alive in the match or when all team members are dead.
- The player is deemed dead when the screen is completely faded to black. If a bug occurs and the screen doesn't fade to black, the player is deemed dead three seconds after he/she has fallen.
- Any player who has died cannot communicate by ANY means (No gesture or verbal communication will be allowed) with any other team member or opponent until the beginning of the next round.
- If a player continues to communicate after he/she is killed, the team may be given a warning or lose by default at the referee's sole discretion.
- Boosting (stepping on top of own team player) is allowed in play.
- The players are not allowed to move silently by pressing the Duck key repeatedly. A player found using this method may be given a warning or lose by default at the referee's sole discretion. (NOTE: This is different from moving while the Duck key is pressed down.)
- C4 must be installed at a viewable location. Installing C4 at a location where a boost is required is allowed.
- Silent C4 installation is considered bug play. Such an offense may result in a warning or loss of all remaining TR rounds at the sole discretion of the board of referees.
- Throwing grenades over buildings in all maps are allowed.
- Any use of the flash bang bug will result in a warning at the minimum or loss by default for the offending team.
- Use of personal model/skins (includes weapon skins)
- Use of personal map texture
- All cheat programs
- Use of map bugs in play (e.g. map swimming, auto aim, etc.)
- Use of unfair but available scripts (e.g. silentrun, attack+use, centerview script, norecoil script, etc.)
- The server master can and will check for the use of any unfair practice or script, even those not listed above, during each match.
- If referee decides that external conditions (Press, Team Leader, Player, Spectator, etc) give unfair advantage to a player, the team may be given a warning or lose by default at the referee's sole discretion.
- HLTV Proxy will join the game servers for Tournament Broadcast
- To test for HLTV flash bugs, players must follow the directions of the server master or referees.


If disconnection occurs during a match
- If all the players cannot play due to an unintended, unforeseen accident such as server stoppage,
- Before the 3rd round starts: restart the match
- After the 3rd round starts: Disconnected player must re-connect to the server. The round is continued unpausing, and if the disconnected player cannot connect to the server, all players must wait during the freeze time after the round until the disconnected player connects to the server. At this time, the match may continue by unpausing. (Not a restart)

- If up to 3 of all players are unintentionally disconnected: The score for that round is discarded. The game is paused after the round during the freeze time, and all players wait until the disconnected players are connected to the server. When all players are connected, the match may continue by unpausing the game.
- In the case of intentional disconnection, the referee may decide to end the match with the offending team losing by forfeit.
- Protests can only be filed by the team leader (ie: a plaeyr that represents the team)
- If a player does not agree to any rules, he/she can express his/her protest to a referee before the completion of a match. Any intentional refusal to connect to the match server can result in a default loss for that team with the decision to be made at the sole discretion of the referee.

- If a rematch is decided by the head referee, the team that does not follow this decision will be subject to disqualification.

- Single Tournament Courses will be selected at the venue.
- Single Tournament Course Selection Method
1) Both players select a course of their choice from the official courses.
(Courses used for matches 1 and 2.)
2) The third match course is drawn by the referee.
3) If both players select the same course, the second and third match courses are drawn by the referee.

- When using Stock Spoiler and Stock Bodykit, Aerodynamic setting must be set to 0.
- Using Reverse gear fast start bug will result in a loss by forfeit for the offending player at the referee's sole discretion.
- Car Settings
1) Visual Upgrade allowed.
2) Part, Performance (Pro, Super Pro, Ultimate)allowed, Junkman not allowed
3) Personal save files are NOT allowed.
4) IEEE provided save file must be used for car setting.
5) Cars may be tuned before racing each course.

- Graphic settings such as "motion blur" can be set using external utilities.
- The use of Porsche GT and BMW M3 are NOT allowed.
